Free Computer Tablets: Has This Scheme Really Been Thought Out?

At a seminar on June 15 hosted by The Nation and Asean TV on the subject “July 3 Election: Foreign Trade, Investment and Tourism”, four guest panellists participated, each representing a major or significant Thai political party. Each panellist was interviewed by an Asean TV moderator and then in a question-and-answer session by members of the audience.

One of the subjects discussed was the state of the education system in Thailand and how each party would address the shortcomings of the system. The representative of the Pheu Thai Party, Dr Olarn Chaipravat, chief economic strategist of the party, stated that his party would provide Android Tablets, at a cost of about Bt5,000 each, to 800,000 to 1 million middle-school children nationwide at a cost to the government of only about Bt4 billion to Bt5 billion and would “… encourage parents to oversee their children’s studies. These moves are aimed at solving the issue of the lack of skills in both foreign languages and mathematics among our children.” (Front page, The Nation, Thursday, June 16). This move, he postulated, would go a long way to solve the education crisis.

I do wonder if Dr Olan and his colleagues have thought through the additional costs necessary to support this proposed use of Android Tablets. For instance, many of the students to whom the tablets would be issued barely have enough money for shoes to walk to school. To me, shoes would seem to be a priority. But I digress. Let me pose some questions related to the tablets:

Are there already enough computers in Thailand’s schools so that the students are already computer literate? Bear in mind that most of the parents of the children today are not.

Who will sell these Android Tablets to the Ministry of Education and schools? How many suppliers?

Is this distribution of 800,000 to 1 million Android Tablets a one-time shot or a long-term repetitious programme to cover future students coming into the educational system?

Will this transaction be totally transparent? How will that be accomplished?

Who will teach the students and the teachers how to use the Tablets? Who will teach the parents of the children about the use of the Tablets? How much will that cost? Who pays for such instruction?

To effectively use the Tablets, they must be able to connect to the Internet. And to do that, there must be WiFi routers present in the schools or learning places. How many will need to be installed? How much will they cost? Who pays for such installations?

For the WiFi system to work, it must be connected to a telephone landline or be linked to a mobile phone or a satellite? Thailand is still in the Dark Ages with its antiquated 2G telecom system – way behind all of its neighbours. How many such connections will be required? How long will they take to be installed? Who will install them? How much will they cost? Who pays for such installations?

Who will pay for the air time that each Tablet uses via WiFi and landline or mobile phone charges? How much will that be?

Many of the school children who will receive the Tablets come from homes without electricity. How will they charge the batteries in their Tablet? Who will pay for such electricity supply?

If there are few PCs/computers in children’s homes, how can the students synchronise their Tablets to back up information? Who pays for that? How much will that cost?

Software for Tablets is constantly being improved and made available to users. How can you be sure that the upgrades are installed in each of the Tablets? How much will these upgrades cost? Who will pay for them?

Without access to the Internet, upgrades can only be installed from another computer? Whose computer? In rural areas?

Children, being children, are likely to be somewhat rough on their Tablets and may damage them, crack the screens, drop them, break them on hard surfaces or in liquids, lose them, have them stolen, and otherwise cause them to be useless for the purposes intended. What will stop parents from selling the Tablets to pay for family expenses? Will such children be entitled to a replacement? What procedure must the child follow to prove loss of the unit, whether or not he or she is at fault? Who pays for the replacement?

What happens if a child misuses the Tablet for personal purposes – i.e. playing games? Spending time on social networks?

The lifespan of a computer – and the Tablet is a computer – is about three years. What happens thereafter to the child who receives a Tablet today? What happens to the million or so Tablets? How will they be disposed of? Who will pay for the collection and waste processing of the Tablets?

The 800,000 to 1 million students – is that a present count or does it cover new students coming into the system every year? Will more Tablets be purchased for these new students? How many? What cost? Who pays?

Will the Tablets become the property of the student or will they remain the property of the State? If they are given away by the State, what is the legal authority to do so?

Do the Tablets need to be returned to the State? What happens if the Tablets are not returned?

Is the Android Tablet programme a one-off program or will it continue into the future? For how long? At what cost? Who pays?

I trust that those in the Pheu Thai Party who have worked out this programme have done their maths and factored in all of the related costs and the long-term impacts and residual costs and benefits therefrom.

Thailand’s Office of the Insurance Commission (OIC) has issued guidelines clarifying the boundaries between permissible and prohibited activities for unlicensed individuals—including influencers, bloggers, and content creators—when communicating about insurance products on social media. The Good Practice Guidelines for Persons Not Licensed as Insurance Agents or Brokers Regarding the Dissemination of Insurance Content Through Digital Media B.E. 2569 (2026) took effect on July 24, 2026. Activities Requiring a License The guidelines reserve the following activities for licensed agents and brokers: Soliciting or facilitating insurance contracts. Providing personalized advice on product suitability. Recommending policy cancellation to purchase promoted products. Creating links that facilitate contract formation. Receiving performance-based compensation tied to policies or premiums generated. Importantly, boilerplate disclaimers such as “this is not a recommendation to buy insurance” will not shield individuals from liability if the OIC views the content as personalized advice or solicitation. Permitted Activities Unlicensed persons may present general educational content about insurance—such as explaining terminology, sharing industry statistics, reporting news, or sharing personal experiences—provided the content does not target specific individuals to purchase from specific companies. The guidelines also set out best practices for communication, including presenting information in a fair and balanced manner that covers both benefits and limitations, encouraging consumers to read policy terms and consult licensed professionals, verifying information from credible sources before dissemination, and exercising special care when the audience may include vulnerable groups such as persons aged 60 and older. Prohibited Practices Prohibited practices include fear-based marketing, creating artificial urgency, omitting material limitations, making exaggerated claims, falsely claiming professional credentials, using fake engagement mechanisms, and sharing false or misleading content. The guidelines also reinforce the prohibitions under section 83 of the Life Insurance Act B.E. 2535 and section 78 of the Non-Life Insurance Act B.E. 2535 against soliciting insurance contracts with foreign operators

Modern agricultural machinery is no longer purely mechanical but instead technology dependent. Modern tractors, harvesters, and other farm equipment increasingly incorporate embedded software, electronic control units, sensors, and digital diagnostic systems. While such technologies enhance efficiency, productivity, and precision farming, they also affect the manner of equipment repair and maintenance. As a result, farmers and independent repair providers may have little practical choice but to rely on authorized dealers, even for routine maintenance and repairs. Section 36 of Thailand’s Patent Act reflects the principle that the authorized sale of a patented invention usually exhausts the exclusive right of the patent owner over the specific product. This means that upon legal sale of the patented product, it can typically be used or resold without further authorization from the patent holder. This principle is relatively straightforward when applied to traditional mechanical equipment. Ownership of a machine ordinarily carries with it the practical ability to diagnose faults, replace worn parts, and restore the equipment to working order. Modern agricultural machinery, however, increasingly depends on embedded software, proprietary diagnostic systems, firmware updates, and other digital resources that may remain under the control of the manufacturer or patent holder. This tension lies within the “right to repair” debate. In the United States, on July 8, 2026, the Federal Trade Commission and five states announced a settlement with Deere & Company resolving allegations that Deere had unlawfully restricted farmers’ and independent repair providers’ ability to repair their equipment. Under the terms of the settlement, for the next ten years, Deere must provide repair resources, including software capabilities, on terms equivalent to those provided to authorized dealers. On August 6, 2026, the National Bank of Cambodia (NBC) issued a notice calling on business owners that issue electronic money, such as e-wallet accounts and stored-value membership cards, to notify the central bank within 90 days. The notice targets businesses that are not licensed banking or financial institutions or payment service providers, but have been issuing e-money to facilitate payments within their own networks. Failure to notify the NBC may result in legal action. Background and Regulatory Basis The NBC has observed that certain businesses, including cafes, restaurants, transportation companies, entertainment centers, and gas stations, have been issuing e-money through e-wallet accounts in mobile apps or membership cards to facilitate customer payments for products or services within their own networks. Customers create e-wallet accounts and load balances to pay for goods or services at the issuing business. The NBC describes this as “single-purpose e-money.” Under the 1999 Law on Banking and Financial Institutions, providing payment facilities to customers forms part of the operations of banking and financial institutions and requires an NBC license. In addition, article 20 of the 2017 Prakas on the Management of Payment Service Institutions further prohibits legal entities other than banking and financial institutions and payment service institutions from issuing e-money. However, article 20 also provides that issuing e-money in certain limited cases does not require a license, but the NBC must be notified in advance in writing. A business may issue single-purpose e-money without a payment service institution license provided it meets all the following conditions and submits written notice to the NBC: The maximum balance per account is KHR 200,000 (approximately USD 50) or equivalent. On July 27, 2026, the State Bank of Vietnam (SBV) released a draft decree proposing amendments to Decree No. 52/2024/ND-CP dated May 15, 2024, on non-cash payments (Decree 52). The draft decree would amend 17 of Decree 52’s 38 articles, with several key changes directly affecting providers of intermediary payment service (IPS). The key proposed changes affecting IPS providers are outlined below. Streamlining IPS Licensing Procedures A central objective of the draft decree is to simplify regulatory procedures for IPS providers. Notably, it would significantly reduce IPS licensing documentation requirements by removing the need to submit enterprise registration certificates, investment registration certificates, and documents evidencing the qualifications of the legal representative and general director. Instead, the SBV would retrieve this information directly from national business registration and other specialized databases, requesting additional documents only where the relevant information cannot be verified electronically or is incomplete. The draft decree also removes the current limit of two rounds for dossier supplementation and shortens processing timelines for several IPS licensing procedures such as issuance, amendment, and reissuance of IPS licenses. The processing time for new IPS license applications would be thereby reduced from 90 to 60 working days. In addition, several continuing IPS business conditions would be removed. For example, IPS providers would no longer be required to maintain certain representations relating to corporate restructuring or the legality of contributed capital. Likewise, the IPS project plan (đề án) would become a one-time application document rather than an ongoing licensing condition. If retained in the final decree, this change could provide IPS providers with significantly greater flexibility to implement post-licensing technology upgrades, system integrations, and corporate restructuring transactions without needing to revisit the originally approved project plan.
