Biography

Lamngeun Khatsavang is an associate at Tilleke & Gibbins in Vientiane, where she assists companies with a wide range of legal issues. She has extensive experience in dispute resolution and litigation, compliance and investigations, corporate legal matters, employment law, and intellectual property issues. She has built significant relationships with various administrative and judicial authorities in Laos.

Clients rely on Lamngeun for clear advice and strategic guidance on their legal questions in Laos, based on her knowledge of Lao law and its practical application in the country. She works with companies across a range of industries, with particular strength in working with players in the energy and insurance sectors.

Lamngeun holds an LLB from the National University of Laos and an LLM in International Law from Jean Moulin Lyon 3 University in collaboration with the National University of Laos. She has also completed judicial insolvency and bankruptcy courses with support from the World Bank, and she regularly updates her legal knowledge through training on topics such as state dispute settlement and state responsibility, investment treaty practices, foreign investment contracts, multisectoral commercial disputes, and international alternative dispute resolution.

Lamngeun is a member of the Lao Bar Association.

Experience

  • Provided legal advice and assistance to a foreign investor in settling a dispute involving share division matters at Laos’ Economic Dispute Resolution Center, achieving mutually satisfactory resolution.
  • Assisted an agriculture company in obtaining the necessary permits for a planned large-scale dairy cattle farm in southern Laos, which entailed obtaining land use permission from the Ministry of Natural Resources and Environment and farm approval from the Ministry of Agriculture and Forestry, as well as concluding a memorandum of understanding for a land concession with the Ministry of Planning and Investment.
  • Assisted an investor in acquiring a 30% stake in a pharmaceutical company in Laos, and revised and negotiated the share purchase agreement and shareholder’s agreement to secure new shareholder benefits and ensure the investor’s participation in business management decisions.
  • Assisted a Lao company in setting legal strategy and filling a police complaint against a party suspected of fraudulently taking her land, resulting in the police department initiating an investigation and submitting the case to the prosecutor’s office for prosecution in court.
  • Assisted a Lao limited company in establishing a joint-venture agreement with two prominent public Thai insurance companies, facilitating the incorporation of a new insurance company in Laos and obtaining the requisite enterprise registration certificate, business approval, and license from the relevant Lao government authorities.

Intellectual property experts from Tilleke & Gibbins were engaged by ARISE+ IPR, a regional support program funded by the European Union and implemented by the European Intellectual Property Office, to craft a series of IP enforcement guides for Southeast Asian countries, aimed at raising local awareness of the importance of IP protection. The five-year, EUR 5.5 million ARISE+ IPR program supports regional integration through IP cooperation and aims to upgrade national IP systems for creation, protection, utilization, administration, and enforcement to be in line with international best practices and standards and the strategic objectives of the ASEAN Intellectual Property Rights Action Plan 2016-2025. The guides were developed by Tilleke & Gibbins’ lawyers in cooperation with the IP offices of each participating country, and cover issues related to trademarks, industrial designs, and geographical indications. Each guide was produced in a compact leaflet form in English as well as the local language, and is considered an official publication of the respective national IP office.
