Tilleke & Gibbins Adds Jeffrey J. Blatt to Technology, Multimedia, and Communications Group

The Technology, Multimedia, and Communications practice group at Tilleke & Gibbins has been bolstered by the addition of Jeffrey J. Blatt, who has joined the firm’s Bangkok office as an Of Counsel. Jeffrey brings to the firm nearly 30 years’ experience in helping telecommunications companies to define strategic and business objectives, handle contract negotiation through closing and enforcement, and leverage technology acquisitions and capabilities to create new market opportunities.

From 1981 through 1996, Jeffrey was a partner at the law firms of Irell & Manella and Blakely, Sokoloff, Taylor & Zafman based in Los Angeles. He represented a broad spectrum of Silicon Valley clients, including Sun Microsystems, Apple Computer, Sony Electronics, and Intel, on issues of intellectual property, technology licensing, and transactional matters. In Hollywood, he worked with virtually every major studio on intellectual property protection and technology matters arising in motion picture production.

Following his experience in private practice, Jeffrey moved in-house, where he was the Group General Counsel to Usaha Tegas Sdn. Bhd., the Malaysian parent holding company of Astro, Maxis, and MEASAT Satellite. He was responsible for the business and legal affairs of Astro’s operations in areas including technology acquisition, satellite procurement and space segment licensing, encryption and antipiracy, Internet products and interactive services, international regulatory and licensing matters, and dispute resolution. In 2000, he founded X [Ventures], a firm providing consulting and representation to the international satellite, television broadcast, film, multimedia, and high-technology industries.

Jeffrey will continue to serve as Special Counsel to Usaha Tegas Sdn. Bhd. and its group of companies. He is a member of the Board of Directors of Sri Lanka Telecom Plc (SLT), and also sits on its Senior Tender Board, where he provides guidance on end-to-end fixed and wireless telecommunications issues.

On April 8, Tilleke & Gibbins took part in a webinar titled “Be Ready for the Thai PDPA,” cohosted by Cisco Systems. This virtual event aimed to assist businesses in preparing for enforcement of Thailand’s Personal Data Protection Act (PDPA), which is set to take full effect in June 2022. In a presentation titled “Timeline, Regulations, and What’s to Come,” Nopparat Lalitkomon, a senior associate in the firm’s corporate and commercial group in Bangkok, outlined the key principles of the PDPA, considered the overall readiness of the country’s business community, and highlighted necessary steps that companies active in Thailand should take immediately as the law’s effective date draws closer. Tiziana Sucharitkul, managing partner and director of Tilleke & Gibbins’ dispute resolution group, provided in-depth insights on diversity and inclusion and law firms for a recent article in Asia Business Law Journal (ABLJ) on diversity and inclusion in law firms across Asia. In the article, which was published on March 30, 2022, Tiziana offers insights gained in her years in senior leadership at Tilleke & Gibbins and as a longtime advocate for law firm diversity and inclusion initiatives. The article begins by contrasting the demand for greater diversity among Western law firms—especially by corporate counsel—with attitudes in Asia, where questions of expertise and service often take precedence when it comes to legal work. The writer then quickly shifts to investigating the reasons for this, as well as exploring the current state of diversity in the Asian legal industry today. This section of the article leads with Tiziana’s explanation that leadership of Asian law firms are in a very different context than the social tensions that catalyzed many diversity initiatives in the West. However, this does not necessarily mean that diverse representation has lagged in this part of the world. Rather, as Tiziana points out, “Southeast Asian countries have some of the highest proportions of women in senior business leadership in the world.” She also notes that markers such as gender diversity and respect for minority rights can vary widely across Asia. Elsewhere in the article, other senior law firm leaders express similar observations and provide details on the diversity challenges in their countries of focus. At the annual general meeting of the Inter-Pacific Bar Association (IPBA) on March 24, Pimvimol (June) Vipamaneerut, a partner in the firm’s corporate and commercial group in Bangkok, was elected as IPBA’s jurisdictional committee member for Thailand. In the role, Pimvimol will be responsible for membership issues in Thailand, and will be the key point of contact for matters concerning activities in the jurisdiction. She will serve as Thailand’s jurisdictional committee member for three years (2022–2025). The IPBA is a prestigious international association of business and commercial attorneys active or with a strong interest in the Pacific region. The IPBA has a membership of more than 1,500 legal professionals from over 65 countries and jurisdictions. In the webinar, Nopparat Lalitkomon, senior associate, and Gvavalin Mahakunkitchareon, associate, both the firm’s corporate and commercial group, were guest speakers jointly addressing a number of topics related to online gaming in Thailand, including: An overview of current laws and regulations on online gaming in Thailand; Recent and potential regulatory developments; Strategies for compliance with Thailand’s regulatory regime for online gaming; and Enforcement trends in Thailand. With the rising popularity of the online gaming industry, companies need to understand the regulatory framework fully before making any significant investment.
