The European Power Outage: Could It Happen in Thailand?

On April 28, 2025, a massive power outage swept across the Iberian Peninsula, plunging Portugal, Spain, and parts of southwestern France into darkness for up to ten hours. As Thailand advances its energy transition by increasing renewable integration and regional interconnections, the European blackout serves as a stark reminder of the grid vulnerabilities that still exist.

This article marks the second installment of From Crisis to Clarity, a three-part series analyzing the recent European blackout and its implications for Thailand. In the first article of the series, we examined the root causes of the outage in the Iberian Peninsula. The current article assesses the likelihood of a similar event occurring in Thailand, considering the country’s current energy infrastructure and its increasing reliance on renewables. The third and final article will present key lessons and recommendations that Thailand can adopt to strengthen its energy system and prevent comparable disruptions in the future.

Thailand’s Power Grid

The European power outage has sparked a debate about energy security in other countries, including Thailand. The resilience of a power grid to sudden shocks depends heavily on its “inertia”—a term that refers to the ability of the power system to resist changes in frequency when there is a sudden imbalance between supply and demand. Inertia is typically provided by large, spinning generators (such as those in gas, coal, or hydroelectric power plants) that physically store energy in their rotating mass, helping to stabilize the grid during disturbances.

Thailand’s power grid is structurally different from that of Spain and Portugal, but it is not immune to large-scale outages. The Thai grid is centrally managed by the Electricity Generating Authority of Thailand, supported by the Metropolitan Electricity Authority of Thailand and the Provincial Electricity Authority of Thailand. This centralized structure allows for more controlled grid stability, but it also means any major transmission failure could have widespread consequences.

Thailand’s current energy mix is still dominated by gas-fired generation, which provides a degree of inertia and stability. However, as Thailand moves toward greater adoption of renewable energy, the risk of similar incidents could increase if the grid is not properly adapted to accommodate the higher proportion of intermittent energy sources. The latest Power Development Plan for 2024–2037 sets an ambitious target for renewables to account for 51% of total electricity generation capacity by 2037, with a focus on increasing solar, wind, and biomass. While these energy sources are crucial for meeting climate targets, their variable nature introduces new challenges in balancing supply and demand, requiring more advanced grid management and flexibility.

In addition to domestic changes, Thailand is increasingly connected to its neighbors through the ASEAN Power Grid initiative, which seeks to interconnect the electricity systems of ASEAN countries. Thailand already imports significant amounts of hydropower from Laos, while cross-border exchanges with Malaysia exist, though at a smaller scale. Projects to enhance interconnections with Cambodia and Myanmar are underway, aiming to boost regional power trade and energy security.

While regional interconnections provide economic and environmental benefits, they also increase the complexity of grid operations. The European blackout showed how interdependent systems can amplify local faults into wide-area blackouts when coordination and real-time responsiveness are insufficient.

To ensure long-term energy security, Thailand must proactively strengthen its grid infrastructure, enhance real-time coordination mechanisms, and invest in technologies that can support a high share of renewable energy within an increasingly interconnected regional power system.

On December 20, 2022, the Notification re: Rules, Procedures, and Conditions on Transfer of Energy Licenses of the Thailand Energy Regulatory Commission (ERC) became effective. The notification sets out the new standard and procedure for transferring licenses for energy industry operation. The notable changes in the notification are provided below. Anti-Competition Consideration and Impact Assessment Report In considering the transfer of a license, in addition to ensuring the transferee meets all the qualifications for an applicant for the license, the ERC will consider if the transfer would (1) create a monopoly, reduce or restrict competition, or result in market dominance; (2) affect the contracting parties of the transferors or energy users; or (3) affect energy security or the public interest. In this respect, the vetting process for an application for license transfer would be separated into two different approaches. If the ERC believes that the transfer of the energy license would affect competition, energy users, energy security, or the public interest, the transferor will need to submit an impact assessment report on the license transfer to the ERC. In this regard, the ERC may establish a sub-committee or an independent consultant to contemplate the transfer at the transferor’s expense. However, if the ERC believes that the transfer of license would not lead to any impact, the transferor will not be required to submit the impact assessment. Also, if the license transfer is related to any transactions specified under the ERC’s Regulation re: Rules and Procedures on Merger and Cross-Shareholding in Energy Businesses, B.E. 2565, the ERC can combine the license transfer application with the M&A application. After approval, the ERC might require the transferee to periodically report to the ERC and comply with measures stipulated by the ERC. Therefore, an energy license holder which plans to carry out M&A

The Federation of Thai Industries (FTI) announced on January 16, 2023, the opening of registration for carbon credit trading on its Renewable Energy and Carbon Credit Exchange Platform. This new online platform supports the domestic carbon market and provides Thai exporters with the ability to purchase carbon credits, allowing them to address demands from importing nations to conform to carbon emission reduction regulations. This is expected to be a positive step forward for the current practice in Thailand, in which the carbon market operates as a voluntary and unregulated buy-sell platform, free from government regulation. Developed in partnership with the Thailand Greenhouse Gas Management Organization (TGO), the FTI: CC/RE/REC X Platform, or FTIX, is intended to increase the promotion of national carbon credits, renewable energy, and renewable energy certificates, thus improving the country’s efforts to mitigate climate change. Entrepreneurs interested in registering for carbon credit trading on the FTIX can do so through the FTIX website at fti-cc.com. The platform initially supports carbon credit trading through over-the-counter methods. In the near future, the FTIX will be developed to support 100% renewable energy (i.e., RE100 energy) and renewable energy certificate trading. However, the related tax and carbon pricing policies have not yet been issued. The TGO is currently in discussions with the Fiscal Policy Office and the Ministry of Finance regarding fiscal policy for the FTIX. Thailand’s Energy Regulatory Commission (ERC) has issued four new regulations under the Energy Business Act B.E. 2550 (2007) setting forth competition regimes to control both anticompetitive conduct and market structure in the energy business sector. The regulations were published in the Government Gazette on December 19, 2022, and took effect the following day. The key provisions of these ERC competition regulations largely mirror those articulated in the Trade Competition Act B.E. 2560 (2017) and its subordinate legislation. The most significant features of these competition regulations are summarized below. Market Definition Regulation The ERC’s market definition regulation (officially the ERC Regulation re: Market Definition and Relevant Market of Related Energy Services B.E. 2565) outlines the general framework for defining relevant markets in the energy sector. The factors to be taken into consideration include types of energy licenses, geographical areas, competition conditions, and interchangeability of energy services. In the annex to this regulation, the ERC has classified the relevant energy service markets as follows: Power business activities include power generation, power transmission system services, power distribution system services, power distribution services, and power system control services. Natural gas business activities include natural gas transmission through pipelines via natural gas transmission systems, natural gas procurement and wholesale via natural gas distribution systems, natural gas retail via natural gas distribution systems, and storage and regasification of liquefied natural gas. The ERC will review its market definitions and relevant energy service markets from time to time, taking into account changes in technology and competition conditions as well as feedback from public hearings.
