Data Privacy Asia 2016: Focus on Privacy and Government Access to Data

The Data Privacy Asia 2016 conference, which will be held in Singapore on November 9-11, 2016, features a strong lineup of speakers focusing on data protection regulations, big data, cyber security, data breaches and response plans, and more. With tracks focusing on (1) privacy regulations and compliance in the digital age and (2) privacy challenges for information technology and security, the conference will provide an opportunity to hear from thought leaders in this area from ten jurisdictions across Asia.

The conference will include two separate presentations from Jeffrey J. Blatt, of counsel at Tilleke & Gibbins, focusing on the following topics:

  • Government Surveillance, Security, and Privacy: Does Security Always Win? This session, structured as an interactive discussion, will review how to strike the balance between taking advantage of the huge amounts of data we create every day, on the one hand, versus the dangers of allowing unchecked access to that data for surveillance purposes, on the other.
  • The Encryption and Lawful Access Debate in Thailand and the U.S.: One Step Forward and Two Steps Back. Governments in both Asia and the West are enacting laws designed to compel Internet service providers, platforms, and enterprises to disclose subscriber user data, including emails, search and location histories, chats, photos, and even health information in response to lawful government access requests. This session will review the latest developments in this area and consider the legal and commercial ramifications.

Chuyen Hong Huu Le  is based in Tilleke & Gibbins’ Ho Chi Minh City office, where she is a trusted commercial adviser to some of the most prominent international companies doing business in Southeast Asia—particularly in the aviation, life sciences, and hospitality sectors. A seasoned and practical corporate attorney with a wide range of expertise, Chuyen is particularly adept at matters relating to foreign investment and market entry, labor and employment, commercial transactions and M&A, compliance and investigations, anti-bribery and anti-corruption, and antitrust and competition. Chuyen has particular expertise in the healthcare sector (including pharmaceuticals, medtech and consumer health), where she has advised many top multinational companies on doing business in Vietnam. Charuwan Charoonchitsathian, a partner in Tilleke & Gibbins’ corporate and commercial group in Bangkok, was featured in a recent Asian Legal Business article on M&A trends and how firms are adapting their transactional legal work to embrace new technologies. The interview was part of their September 2022 issue, in which the magazine announced their annual Asia M&A rankings. Charuwan represented Tilleke & Gibbins (which received rankings in both Thailand and Vietnam) to offer insight into how the firm has seen various new technologies gain prominence in the M&A space in Southeast Asia. She noted that companies around the world are getting more deeply involved in technological approaches such as DeFi, blockchain, and various other Web3 innovations. On July 12, 2022, Nopparat Lalitkomon, a senior associate in Tilleke & Gibbins’ corporate and commercial group in Bangkok, spoke at an event on the principles of Thailand’s Personal Data Protection Act (PDPA). The session was organized in collaboration with True Digital Park and True Digital Group (TDG).
