Biography

Sinsana Oum is an associate in the corporate and commercial department at Tilleke & Gibbins Phnom Penh. She assists international clients on a broad range of legal matters, including business incorporation, employment, real estate, licensing, and regulatory compliance. Through her practical experience and client-focused approach, she supports businesses in navigating Cambodia’s legal and regulatory landscape efficiently and effectively.

Leveraging her strong communication and stakeholder management skills, Sana regularly liaises with various government authorities, including the Ministry of Commerce, the General Department of Taxation, and other relevant ministries, to facilitate clients’ business operations and ensure compliance with applicable laws and regulations. Her experience includes preparing and filing corporate registration and incorporation documents, coordinating with government officials throughout registration processes, reviewing employment contracts and internal regulations to ensure compliance with Cambodian labor laws, conducting land title searches and real estate due diligence, and translating legal documents.

Sana holds dual law degrees from the Royal University of Law and Economics: an LLB in Khmer and an English-Language-Based Bachelor of Law (ELBBL).


Experience
  • Assisted clients with company incorporation and corporate secretarial matters, including drafting and reviewing application letters, preparing supporting documentation, and submitting applications to relevant government authorities.
  • Assisted in reviewing employment contracts and internal regulations, and provided labor law advice to help clients ensure compliance with applicable employment laws and regulatory requirements.
  • Liaised closely with government officials and regulatory authorities, including the Ministry of Commerce, the General Department of Taxation, the Ministry of Labour and Vocational Training, and other relevant ministries, to facilitate client matters and regulatory filings.
  • Conducted land title searches and real estate due diligence to support clients in property transactions and investment matters.
  • Assisted in the translation of legal documents, including court judgments, lease agreements, contracts and government correspondence, ensuring accuracy and consistency in legal and technical terminology between English and Khmer.
