Chieko Tsuchiya is a consultant in the dispute resolution department of Tilleke & Gibbins’ Bangkok office. An experienced attorney qualified to practice law in Japan and New York, she provides advice to both Japanese and other companies on cross-border insolvency matters, dispute resolution, commercial transactions, and employment law issues. She has worked extensively on a variety of complex international insolvency and civil cases that require coordination of stakeholders’ interests and court proceedings in multiple jurisdictions. She has also worked on various nuclear–law related matters, having honed her knowledge and working experience as a legal officer at the International Atomic Energy Agency.
Prior to joining Tilleke & Gibbins, Chieko was a special counsel at one of Japan’s largest law firms and served as an adjunct judge and mediator at the Tokyo Family Court for four years. She has acted as a mediator in the Tokyo Bar Association for more than 10 years and is a registered mediator with the Japan International Mediation Center (JIMC-Kyoto).
- Successfully filed and handled the USD 1 billion debt corporate reorganization cases of 39 companies in a multinational shipping group by balancing the interests of six bank creditors and trustees, serving as lead counsel for domestic and international litigation and other international legal issues working with attorneys from Panama, Singapore, the British Virgin Islands, and Switzerland.
- Assisted an international insurance company with planning dispute resolution strategy in relation to a Japanese auto parts manufacturer that filed Japanese civil rehabilitation proceedings and U.S. chapter 11 proceedings.
- Led and closed a USD 6 billion international corporate debt reorganization case involving both U.S. chapter 11 and Japanese corporate reorganization proceedings by coordinating court procedures in Japan and the U.S. as well as the interests of multiple stakeholders.
- Supported many international nuclear energy companies on various nuclear-related matters, such as advising on nuclear regulations and nuclear liability issues, and reviewing nuclear-related contracts.
- Resolved over 120 cases—including commercial disputes, labor disputes, and family disputes—through mediation.
