Biography

Dr. Ross Taylor is the head of Tilleke & Gibbins' regional financial services industry group and counsel in the firm's corporate and commercial team in Laos, Myanmar, and Thailand. One of the most experienced and versatile foreign consultants in the region, Ross is particularly noted for his ability to handle commercial contracts with complex financial structures, such as high value banking and finance transactions, and complex technical specifications, such as aviation, infrastructure, and fintech deals. He has extensive experience in banking and finance, mergers and acquisitions, joint ventures, energy and infrastructure projects, real estate, and regulatory compliance in tightly controlled industries, accrued over nearly two decades of experience in Southeast Asia.

Prior to joining Tilleke & Gibbins, Ross held positions as a partner in the Yangon office of one of the world's largest law firms, and as a Foreign Expert at Thammasat University in Thailand, and his breadth of experience and high standards of client service have been acknowledged by IFLR 1000 and the Lexology Client Choice Awards. He holds an LLB from University College London, a PhD from Durham University, is a member of the Honourable Society of Grays Inn, and is a former director of the British Chamber of Commerce in Myanmar. Called to the bar in 1984, Ross is a barrister licensed to practice in England and Wales and was recognized by Chambers as a leading barrister before moving to Thailand.


Experience
  • Advised on and drafted agreements for the largest ever bank merger in Thailand between TMB, DTDB, and IFCT, to create TMB Bank with assets of USD 17 billion.
  • Advised a major Thai airline operator on the purchase of Rolls Royce aircraft engines for their entire fleet and drafted the relevant transaction agreements.
  • Assisted a major client in the home and personal care industry on the largest ever joint venture in that industry in Myanmar, valued at USD 500 million, and drafted the associated agreements.
  • Advised one of the largest banks in Myanmar on establishing a mobile money system in the jurisdiction and drafted all relevant agreements.
  • Acted for various insurance companies on establishing two major insurance joint ventures in Myanmar at a total value of USD 80 million.
  • Assisted clients in the aviation industry on establishing two separate airline joint ventures in Myanmar, one domestic and one international, and drafted all of the necessary agreements.
  • Advised one of the largest banks in Myanmar on the recovery of non-performing loans at a value upwards of USD 100 million.
  • Acted for one of Germany’s largest wholesalers on the establishment of its join venture subsidiary in the Thilawa Special Economic Zone of Myanmar.
  • Advised a global media company on their rights to film using drones in Myanmar and on video-streaming regulations in the jurisdiction.
  • Advised the Myanmar Directorate of Investment and Company Administration on all aspects of laws affecting the investment climate in Myanmar.
